Additionally, the IMF approved raising the monthly stipend of BISP, a cash transfer program for needy households in Pakistan, from Rs10,000 to Rs13,500.

According to sources, the IMF delegation met separately on Friday with officials from the Federal Board of Revenue (FBR), provincial government representatives, and Senator Muhammad Aurangzeb, the Federal Minister for Finance and Revenue.

IMF Decidied To Impose Super Tax On Agricultural Revenue

According to the sources, Pakistani authorities were able to persuade the IMF mission to approve the provincial surplus budget; however, the Fund’s representatives only agreed in part with the government’s stance on agricultural taxes.

They claimed that it had been decided that all other provinces would follow Punjab and impose a Super Tax on agricultural revenue. “The IMF officials also grilled representatives of provincial governments, asking some of the toughest questions,” they stated.

Revised Figures Of Provincial Budget Surplus

Officials shared revised figures of provincial budget surplus with the IMF which shows a Rs360 billion provincial cash surplus in the first quarter of 2024-25, while the actual target was Rs342 billion, fulfilling one of the major fiscal conditions of the Fund.

Ministry of Finance claimed that the overall provincial surplus was Rs18bn more than the target. The Punjab government’s surplus remained at Rs40bn while from July to September a Rs160bn deficit had been shown in an earlier report.
