SBP Forms A New Payment Framework For The BISP Beneficiaries

A framework for onboarding Benazir Income Support Programme (BISP) clients has been established by the State Bank of Pakistan (SBP). This allows beneficiaries to receive social welfare payments into their accounts, which can be opened at any bank or microfinance bank.

According to the SBP, banks and the BISP were consulted during the development of the framework. This new banking system has been introduced to make the BISP Payment Process more transparent and allows the BISP Beneficiaries to recover the full payment through their accounts.

9.3M Beneficiaries Can Open BISP Sahulat Accounts In Banks

According to the latest update by the State Bank of Pakistan, they will soon open bank accounts of all the BISP beneficiaries who have registered to receive their monthly wazaif so that the women can directly transact their amount anytime and from anywhere. This important step will soon come into existence for 9.3 Million Women under the BISP Sahulat Account Program in which they will open accounts of all the eligible women from their nearest banks and then they can withdraw their payments directly from the accounts.

About 9.3 million BISP beneficiaries can use the framework to open a “BISP Sahulat Account” in just one visit to the local bank branch that has been designated. The recipients of the BISP have been plotted, along with a nearby bank branch.

Pilot Phase Of Framework To Be Implant In Karachi & Lahore

However, the framework will be implemented gradually due to the enormous number of beneficiaries. About 300,000 BISP beneficiaries will be onboarded during the first trial phase, which will be conducted in Karachi and Lahore. According to the SBP, the framework scope would be expanded to more cities in consultation with BISP after successfully completing the pilot phase.

The framework is expected to enhance women’s financial inclusion, promote the digitization of financial services, and facilitate the efficient and transparent disbursement of social welfare payments to BISP beneficiaries,” stated the SBP.

Payments Will Be Disbursed By BISP Via RAAST/IBFT

The SBP has requested that banks and microfinance banks open accounts for the BISP beneficiaries following the arrangement made specifically for this purpose, allowing the beneficiaries to receive the cash they receive straight into their bank accounts. In Karachi and Lahore, the framework will first be implemented as a pilot project for BISP beneficiaries’ onboarding.

The framework’s scope will be expanded to include additional cities once the pilot phase has been successfully implemented, with any necessary revisions made. The money will be deposited into these accounts by the BISP via RAAST/IBFT.

Training To BISP Beneficiaries For Activating Their Accounts

It is not very simple for a new person to open up an account in the bank or receive cash from the BISP through ATM/ Banks service. For the poor and illiterate women it’s a little bit tough, therefore to assist BISP beneficiaries with account/ ATM PIN activation and the ensuing payout process, the banks will set up employee training programs. The banks will pay back the BISP for all up-front and continuing expenses related to creating an account, issuing ATM cards, and maintaining them; the BISP beneficiaries won’t be subject to any such fees.

On the other hand, the BISP recipient will be responsible for paying the cost of issuing a duplicate or replacement debit or ATM card before its expiration. The BISP account holder will not receive checkbooks from the banks, nor will they enable online or mobile banking.

Conclusion

The new BISP Sahulat Account framework aims to simplify the payment process for 9.3 million beneficiaries, allowing them to receive their monthly stipends directly in their bank accounts. Starting with a pilot phase in Karachi and Lahore, this initiative is expected to enhance financial inclusion for women and ensure transparent and efficient distribution of funds.
